The device release a band at early stage and has a small scope of band tightening stroke and works well with a simple structure. The device comprises: (A) a groove for band guide on the upper part of an arm (1) which is easy to open by stroke; (B) an opening and closing lever (37); (C) a rock lever (31) rocking and releasing a switch lever (37); (D) a spring (9) which has a better elasticity than the jaw spring (5).
