摘要 <p>PURPOSE:To allow an NTSC system receiver to monitor a picture signal with low resolution by using a prediction picture signal generated from spatial filtering so as to encode a picture signal with high resolution. CONSTITUTION:A high resolution picture 201 is fed to an arithmetic operation section 253 via a vector detection circuit 250, in which the picture is subjected to in-frame coding and forward, backward or 2-way prediction based on motion compensation from a frame memory 263 or a 1/4 resolution picture 101 is predicted. Picture data from a computing element 162 is subjected to interpolation processing 302 to have a similar resolution to that of high resolution picture and 1st-3rd prediction signals are generated by generators 303, 264, 304 (305) respectively. The arithmetic operation section 253 decides the prediction mode to provide the result to a variable length coding circuit 258. As a result, a bit stream 209 of a high resolution picture is sent in the order of a prediction mode, a motion vector, a weight and a DCT coefficient.</p>
