The manufacturing method includes the 1st board which has a sprite shape data electrode, the 2nd substrate which contains a space for liquid crystal to be filled in a thickness, the 3rd substrate which keeps a distance to the 2nd substrate, a plasma discharging space, a hall (40a) which communicate the discharging space with the liquid crystal in the 2nd substrate, a conductive electrode (41) for insertion. The manufacturing method employs a height forming means, a multiple electrode forming means, a conductive electrode forming means, a paste forming means, a data electrode and a 1st board holding means, and a liquid crystal sealing means.
