PURPOSE:To allow the method to express a slice vertical position up to FFF (in hexadecimal notation) while keeping compatibility with a conventional method. CONSTITUTION:When a longitudinal size S26 of a frame of a picture is 2800 lines or over and a vertical position S43 of slicing is AF or over, the value S43 is fed to a mask device 23 and a shift right device 24 via a terminal (a) of a signal changeover switch 21 and a terminal (c) of a signal changeover switch 22, the mask device 23 extracts low-order 5 bits of the value S43 as a signal S103, and the shift right device 24 generates a shift right number signal S102 resulting from shifting right an 8-bit signal S104 and the value S43 by 5-bit.
