PURPOSE:To execute an establishment/release processing of a call without providing an establishment/release processing function in a general user program. CONSTITUTION:On a computer 10 connected to a packet switching network 50 through a MODEM M1, when a communication start is requested from a general user program executed by a program executing part 13, for instance, a program P1 to a managing part 14, it is decided that transfer of the right of using a call is requested, a priority rank of a user ID in the request is derived from an ID-priority rank correspondence table 141, and thereafter, a logical line of the highest rank in a free logical line of its priority rank or below is searched on a logical line allocation table 142. Subsequently, to the other party of connection designated in the communication start request, a processing for establishing a call is executed through a packet network connecting driver 12, and this apparatus is constituted so that the establishment of the call is normal, the right of using of the established call is transferred to a request origin program P1 through the program executing part 13. |
