The invention relates to a converter for providing a liquid at a measurement pressure corresponding to a revolution speed of a journal (2) rotating about an axis (1), in a measuring line (3). The journal (2) is fitted to slide in a fixed housing (5) and has a drilling (7) from one end (6) along the axis of rotation (1). The housing (5) has a first groove (9) surrounding the journal (2) which communicates with the drilling (7) via at least one transverse drilling (12) in the journal (2). The converter has a flow path for the liquid connectable to a tank (10) under a primary pressure on one side and to an unpressurised trough (8) on the other side which flow path comprises the first groove (9), the transverse drilling (12), the journal drilling (7) and a choke (11) and from which the measuring line (3) branches off between the transverse drilling (12) and the choke (11). According to the invention, the choke (11) is a gap (11) between a component (5, 24) rigidly secured to the housing (5) and the journal (2). Between the tank (10) and the tough (8) is formed a balance of flow depending on the revolution speed which determines the measuring pressure in accordance with the rotation speed. The converter is particularly suitable for controlling the rotation speed of a steam turbine (15), the journal (2) being fittable directly on a drive shaft (14) of the steam turbine (15).
