An inorganic powder having a cation-exchange property is formed into a suspension with a metal-contg. soln. where metal ions are exchanged into its surface. A precipitant-forming material which releases an anion when subjected to heat or pressure is then added and heat or pressure applied so that the released anion forms metal hydroxide, salt or basic salt on the surface of the particles. The composite powder is heated to convert the metal cpd. into oxide, producing a ceramic-ceramic composite material. Opt., the metal oxide may be reduced to yield a ceramic-metal composite powder.
