PURPOSE: To provide an excellent coating material supply system which maintains a stable semiconductor level and decreases use metals and electrostatic capacitance by constituting the rotary atomizer of a combination of a means for rotating the rotary atomizer and a means for holding an electrostatic potential difference between a housing to be electrically non-insulatively subjected to a surface treatment and an object. CONSTITUTION: The front end 76 of a resin feed tube 78 is subjected to the surface treatment with semiconductor material and a coating part 80 is extended beyond the front end 82 of a shaft 86 of a metal motor 84. Energy is accumulated in the shaft 86 and the motor 84 by virtue of the proximity of such shaft and motor to the high voltage of a current rectifying film 60 and the actual restriction conditions under which the motor 84 and the shaft 86 cannot be the ground. The motor shaft 86 charges the front end 76 of the feed tube 78 made of the resin. The front end 76 projects and dissipates the energy from the motor 84 and the shaft 86 when the grounded object is brought near thereto by the accumulated energy restricted for its semiconductivity.
