PURPOSE:To prevent a drawdown phenomenon and to produce a good molded product having uniform wall thickness by measuring the falling speed of an emitted parison within a real time to hold a proper falling speed. CONSTITUTION:A cutter 30 pinching the lower end of the parison P emitted from the annular space passage 7 of a die head 2 by a parison pinch 20 to horizontally cut the lower end of the parison is provided. An operation device 60 and a control device 70 detecting the falling speed of the parison P by a plurality of upper and lower photoelectric sensors 40 arranged on the lateral side of the parison P or the distance sensor 50 arranged just under the parison P in the advance direction thereof so as to control the gap of the annular space passage 7 or the emitting speed of the parison are provided.
