<p>PURPOSE:To add additional information without increasing the data amount of synchronizing information for attaining synchronization at the time of transmitting information such as encoded pictures and sound, etc., for a first time, to receive the synchronizing information itself even by a device without the need of the additional information and to flexibly cope with the various kinds of equipments. CONSTITUTION:This picture and sound encoding and decoding system is composed of a picture and sound encoding device for encoding the pictures and sound and transmitting them along with the synchronizing information generated in a first synchronizing information generation part 6 provided inside and a picture and sound decoding device for adjusting a second synchronizing information generation part provided inside based on the synchronizing information transmitted from the encoding device and decoding the encoded pictures and sound. The picture and sound encoding and decoding devices are respectively provided with a storage means for storing the additional information corresponding to the synchronizing information and the picture and sound decoding device is provided with a processing means for reading the additional information corresponding to the synchronizing information generated in the first synchronizing information generation means 6 and performing processings based on the read additional information.</p> |
