<p>PURPOSE:To provide a digital video encoding device where the number of samples can be reduced at the time of a low transmission rate and a video band can be held at the time of a high transmission rate. CONSTITUTION:A fisrt sub-band division circuit 27 dividing a digital video signal into a low band signal and a high band signal, an encoding circuit 33 encoding the divided low band signal, a second sub-band division circuit 32 dividing the divided high band signal into smaller bands, encoding circuits 34 and 35 encoding two signals outputted from the second sub-band division circuit 32 and a multiplex circuit 36 multiplexing the outputs of the encoding circuits 33, 34 and 35 in accordance with the transmission rate.</p> |
