PURPOSE:To improve operability and convenience by providing a circulation information table holding circulation information corresponded to each addressee, transmitting the intensions of addressers to each addressee of a circulation destination individually and making possible the setting as to the propriety of the disclosure of the comment of each addressee for a circulation to other addressee. CONSTITUTION:In a host terminal 1, a mail server 2 performing the control of an electronic circulation system is stored, and the mail server 2 is composed of a mail transmission and reception control part 3, a mail control part 4, a memorandum control part 5, a macro control part 6 and a circulation information table 7. This mail server 2 transmits individual comments memorandum addressed to an addressee from an addresser, a reply memorandum addressed to the addresser from the addressee in an early order, disclosure information showing the propriety of the disclosure of the reply memorandum for the addressee in a late order and an individual macro started at the same time of the disclosure of a circulation mail, etc., to the terminal of the addressee together with the circulation mail for the addressee in the next circulation order registered in the circuit information table 7, receiving the circulation instruction of the circulation mail.
