A shelf mounts the circuit cards and interconnects the mounted circuit cards. A radiation and heat exchanger unit is coupled with and separated by the shelf for dissipating heat generated by the mounted circuit cards. The radiation and heat exchanger unit is interconnected and engages the circuit cards upon insertion and mounting of the circuit cards into the shelf for transferring heat generated by the engaged circuit cards to the radiation and heat exchanger for dissipation. The radiation and heat exchanger comprises a circular configured heat exchanger unit formed of a number of circular radiator fins separated by vanes extended outward from a hub of the unit and interconnected by return pipes extending through the circuit card mounting shelves. A similarly configured refrigeration unit is separated from the heat exchanger unit by the circuit card mounting shelves.
