PURPOSE: To provide a water-based cosmetic or dermal compsn. or a vehicle for this compsn. without using an oil or fat or an emulsifier which gives uncomfortable touch more or less to a user so that even after the water is vaporized, the compsn. does not give a tacky or dry touch to the user. CONSTITUTION: Expanded hollow microspheres comprising a thermoplastic material are added to a water-based gel to obtain such a cosmetic compsn. or a vehicle of the cosmetic compsn. as shows exceptional characteristics with creamy touch and mildness when it is used although it does not contain an oil or fat. For example, the compsn. can be used to prepare a makeup foundation compsn., face or body care products, sun-gel including a face mask type one, eye shadows and skin cleaning products.
