PURPOSE:To allow a terminal equipment to make a sequence of a registration request coincident with a sequence of registration to subscriber database. CONSTITUTION:When a subscriber 31 operates registration to a terminal equipment 11 and its identifier SID1 and an identifier PID1 of the subscriber 31 are sent from the terminal equipment 11 to an exchange 21, the exchange 21 executes at first registration reservation of the PID1, SID1 to a subscriber database 4. Upon the receipt of registration reservation, the database 4 reads the memory by using the PID1 to check whether or not the registration reservation has already been given and when the reservation has already been given, the registration reservation is rejected, and when no reservation is made, the registration is reserved and the acknowledge is sent to the exchange 21. After the reception of the acknowledge, the exchange 21 makes registration request of PID1, SID1 to the terminal database 5 and when he exchange 21 receives the acknowledge representing the write of the PID1 to an area of the SID1 of the database 5, the exchange makes a registration request of the PID1, SID1 to the subscriber database 4 and when the exchange 21 receives the acknowledge representing the write of the SID1 to an area of the PID1, the exchange 21 makes a request of release of the registration reservation.
