<p>PURPOSE:To improve encoding efficiency by analyzing inputted moving picture information, and controlling the activation and the stop of an encoder in accordance with the pertinent analyzed result, and encoding only a required part. CONSTITUTION:The input moving picture information is analyzed by an analyzing means 101, and is encoded by an encoding means 102 on the basis of the analyzed result. Since the activation and the stop of the encoding means 102 is controlled by an encoding control means 103 in accordance with the analyzed result, the efficiency of encoding can be improved by encoding only a scene in which the contents of the picture are changed and the new encoding is required.</p> |
