The primary line termination board (PLTB) provides an ISDN function by duplicating a subscriber data and transmitting the duplicated data to a network with a first group speed. The PLTB includes a D-channel processor (22) for sending 2B+D by a HDLC form through an assigned channel, for receiving and for storing 15 Kbps signal and packet data transmitted from a subscriber, a Cv1 channel processor (23) for sending data assigned by subscribers in the HDLC format, a PCM interfacing unit (24) for re-aligning the B-channel position, a S-bus interfacing unit (25) for communicating data through S-bus, a P-bus interfacing unit (26) for sending packet data to a packet processor, and a first group speed line interface (27) for interfacing a first group speed line.
