The video signal to be transmitted through an ISDN is pre-processed and condensed by the circuit. The circuit includes a subcircuit for dividing a luminance signal, a first and a second color difference signal from color signal, a converter for converting the luminance signal, a first and a second color difference signal into digital data, a multiplexer for multiplexing a luminance data, a first and a second color difference data, a video memory for storing the multiplexed data on a luminance data memory, a first and a second data memory respecitively, and a controller for controlling video memory access and for interfacing a video memory and a CODEC.
