PURPOSE:To handle supervisory/control information inside a device at an information cell part by providing a means for detecting/processing HEC areas or the like, in-device information generating means and means for replacing the information with the HEC areas or the like. CONSTITUTION:The HEC area in an ATM cell header to be outputted is unnecessitated after ATM cell synchronism and HEC error control is performed or an GFC area in the ATM cell header is unnecessitated after generative flow control is performed inside an ATM cell processor. On the other hand, an in-device information generating circuit 8 generates supervisory information or test control information inside the device and an in-device information inserting circuit 9 investigates whether there is the in-device information or not. When the information exists, the in-device information generated from the circuit 8 is inserted to the unnecessitated HEC area or GFC area of each cell outputted from an HEC terminating circuit 7, and outputted to an ATM cell processing circuit 5. Thus, the circuit 5 receives this information and utilizes it for supervisory, test or control.
