PURPOSE:To bind a wire rod wound round a coil bobbin on a terminal pin which is raised on the coil bobbin, etc., accurately and efficiently without mak ing a dip. CONSTITUTION:A fixed blade 2 is installed on a hollow fixed shaft 1 and a rotary blade 5 is installed on a rotary shaft 4 in the fixed shaft 1. The rotary blade 5 and the fixed blade 2 are located adjacently to each other. The rotary blade 5 is formed in the shape of nearly a cylinder and a recess 7 is formed on the side face to guide a wire rod.
