Before entry into the technological device the water is conducted for a period of 5 to 10 seconds in the space between two electrodes (2, 3) connected to the source of electricity with the output alternating current of 12 to 110 V, frequency of 2 to 25 kHz and intensity of 0.2 to 5A. During the passage of the water between the two electrodes (2, 3) the status of its conductivity is measured, on the basis of which the electrical parameters of the source of pulse current are set automatically. Preferably the status of conductivity of the water is detected by the electrodes (2, 3) between which the water passes. The water technological charging device is equipped with at least one reaction vessel (1) for the passage of charged water, having the form of a hollow cylinder (9) equipped with necks (8) for input and output of charged water and flanges (10) covered by plugs (11). The mantel (12) of the reaction vessel (1) also forms the first electrode (2) for connection of one pole of the electrical source of alternating current and the second electrode (3) opens into the inner space of the reaction vessel (1), which is electrically insulated from the mantel (12) of the reaction vessel (1).
