PURPOSE: To provide a variable-length encoder which has code tables and adaptively selects another code table according to an encoding parameter. CONSTITUTION: Variable-length encoding (VLC) is performed by selecting one of various code tables which are already set by using the value QP of a quantization parameter changing closely with the complexity of a picture. The respective code tables are optimized through computer simulation according to the value QP of the quantization parameter of a quantizer and stored in ROMs of the variable-length encoder 43 and a decoder 52.
