HIGH EFFICIENCY CODING CIRCUIT

PURPOSE:To improve the coding efficiency and reproduced picture quality by suppressing a noise component. CONSTITUTION:A quantization output from a quantization circuit 4 and a motion vector from a motion detection circuit 9 are given to an NR coefficient control circuit 22. The NR coefficient control circuit 22 generates an NR coefficient based on the motion vector and the quantized output to control the quantized output and a coefficient device 21 multiplies the NR coefficient with the quantized output to control the quantized output. The invasion of noise is discriminated from the motion of the picture and a medium and high frequency DC transformation coefficient and the quantized output is controlled by the NR coefficient to obtain an output from which noise is eliminated.
