The subject of the present invention is a tool-holder device capable of moving over a surface of any orientation, magnetic or non-magnetic, of the type including auxiliaries (13/14) placed in contact with the said surface and comprising electromagnets or suckers (15) for creating an attractive force on the said surface, characterised in that it includes a fixed central body (1) including stabilisers (6/7) in which there is mounted so that it can rotate a set of discs (9/10) secured together so that they rotate together, the said discs including a wrist pin (9a/10a) equidistant from the centre of the discs and diametrially opposed and on which there are mounted, articulated, bearings (16) to which legs (13/14) are fixed, which device further comprises means for maintaining the parallelism of the said legs during the rotation of the discs (9/10) under the effect of driving means (33), and in that at least one of the said legs (14) includes means for causing the device to pivot about its axis in order to direct it onto the said surface, the operation being controlled by electronic means. It finds its application for carrying out operations in a hostile environment or in an environment to which human access is difficult. <IMAGE>
