The present invention relates to a dissuasion and video information device. It includes a video camera (1), an image memory (3), a video overlay device (6), a memory control generator (5) and a monitor (10), knowing that the image memory (3) is refreshed by the signal from the camera (1) only upon each transmission of a memory storage command by the command generator (5). The digital-analog converter (4) reads the image memory storage (3) so as to generate a video signal representing one of the images originating from the camera (1). The video overlay device (6) is configured to receive the video signal, in order to add thereto a message originating from the message memory (7) or alterntively to substitute it before resending it to the monitor.
