<p>PURPOSE:To suppress variation in quantization error between adjacent blocks low and reduce picture quantity deterioration due to the quantization error variation. CONSTITUTION:This device is equipped with a storage means 15 which stores information regarding quantization step width and characteristics of respective blocks, block by block, a decision means 14 which decides whether the difference in feature quantity between a block to be quantized and a quantized block is large or small according to the information regarding the features of the block, and a quantization parameter control means 14 which controls the quantization step width of the block to be quantized according to the information regarding the quantization step width stored in the storage means 15 when it is decided that the difference is small so that the quantization step width of the block to be quantized is within a certain range centering on the quantization step width of the adjacent quantized block.</p> |
