Method of removing dusty or fibrous floor covering

A watertight frame (2) is placed over at least part of the floor covering (14) surface to be removed, and the frame is filled with a liquid, such as water. The floor covering material is removed, under the liquid surface, and the liquid is extracted from within the frame and the removed liquid is filtered for disposal. The frame is shifted to a new surface area, and the process is repeated. The water may continuously circulated and may have additives in it.
