PURPOSE:To mold a resin having a specific melt tension blow ratio and a specific taking-up speed by providing a first forcible external air cooling ring to an annular resin emitting orifice and providing the first bubble stabilizing device concentric to the annular resin emitting orifice and having a plurality of distributing cylinders to the upper part of the ring. CONSTITUTION:A first forcible external air cooling ring 26 is arranged above the outside of an extrusion molding die 20 having an annular resin emitting orifice 21 and a plurality of the distributing cylinders 29a, 29b, 29c different in diameter and height of a first bubble stabilizing device 28 are arranged between the first forcible external air cooling ring 26 and a second upper forcible external air cooling ring 27 so as to be concentric to the annular resin emitting orifice 21. The bubble B extruded from the annular resin emitting orifice 21 by a resin extruder is cooled by the cooling air blown out of the lower cooling air blowoff orifice of the first forcible external air cooling ring 26 to be longitudinally stretched. Subsequently, the bubble is biaxially stretched in such a state that the outer peripheral surface thereof is stably supported under atmospheric pressure by the first bubble stabilizing device 28.
