MOTION COMPENSATION USING MINIMUM BIT NUMBER FOR EACH MOTION BLOCK AS REFERENCE FOR BLOCK MATCHING

PURPOSE:To minimize a systemized bit number by using a block requiring a minimum bit number as a prediction block. CONSTITUTION:An evaluation number is a total number of bits required to systemize a difference between a picture element of a matching block and a picture element of one block in a search area and obtained by a bit counter 48. Computing devices are operated in parallel and number of coded bits is fed to a selector to select a block having a minimum value. When the block is designated, a picture element value is fed to an inverting input of a subtractor 4. Thus, a picture element of a block having a minimum bit number is subtracted from a picture element corresponding to a data block fed to a noninverting input of the subtractor 4. Thus, a data block in a preceding frame used for a prediction block corresponding to a prescribed block in a current frame is selected and a systemized bit number is minimized.
