PURPOSE:To improve the prediction efficiency and to heightened the coding efficiency by selectively outputting a required low resolution decoding signal formed internally from an up-sampling circuit based on a high resolution signal. CONSTITUTION:Upon the receipt of a low resolution local decoding signal 56, an up-sampling circuit 80 generates an in-field interpolation signal, an in-frame interpolation signal, and a sum signal weighting the signals, selects any of the signals based on a high resolution signal 11 and gives an optimum signal to a 2nd prediction device 61. Then the low resolution prediction signal from the prediction device 61, the high resolution prediction signal from a 1st prediction device 28 and a weight summing signal of the above-mentioned signals are selected by the prediction device 63 and a prediction signal 13 for coding of the signal 11 is generated. Through the constitution of the up-sampling circuit above, the prediction efficiency is improved more than the case with employing only up-sampling of an in-field signal and the coding efficiency is heightened. |
