PURPOSE:To obtain an excellent picture in which the unevenness of the picture due to a storage time difference of a solid-state image pickup element is not remarkable by refreshing a DRAM when several lines of picture are read from the solid-state image pickup element so as not to stop reading from the solid- state image pickup element on the way of the picture. CONSTITUTION:When data are not read from a solid-state image pickup element 3, a signal VGATE specifying a timing of start of read in the vertical direction and a signal HGATE specifying a timing of start of read in the horizontal direction are both at an L level. When a refresh request coming periodically from a refresh counter 114 goes to a high level, a DRAM signal generator 207 generates a refresh signal. Then a gate 201 goes to an L level while the HGATE is at an L level, and a refresh request signal generating counter 208 generates a refresh request signal. Thus, a DRAM 7 is refreshed when several lines of data are read from the element 3 to make the unevenness of the picture due to a storage time difference of a solid-state image pickup element unremarkable without stop of reading on the way of the picture.
