PURPOSE:To improve the countermeasure of safety by informing display or alarm generation by detecting relative relation between the condition of a driver' s own vehicle and that of the other vehicle at the time of running or stopping. CONSTITUTION:A driver's own vehicle condition detector 1 is driven by a control signal 6 generated by a detection control signal generator 2, detects whether the driver's own vehicle is in a stopped state or a running state, detects the speed as well in the running state and sends the detected results to a judging equipment 4. In this case, when the driver's own vehicle is in the stopped state, the judging equipment 4 is turned to the other vehicle move start informing mode and while the other vehicle is stopped, the detecting operation is repeated but the alarm or display is not outputted. When the move start of the other vehicle is detected, operation processing to output the alarm or display is performed and an informer 5 is driven. Further, difference between the speed of the driver's own vehicle and that of the other vehicle and a distance between them are detected and only when they exceed the relation of previously integrated limit, operation processing to output the alarm or display is performed by driving the informer 5.
