PURPOSE:To obtain a higher definition picture from an upper and a middle part of the picture than a lower part of the picture by dividing one picture into plural pieces and comparing block positions on a displayed picture and to obtain the picture compression system suitable for a video conference system and picture transmission of a video telephone set. CONSTITUTION:A picture division circuit 1 divides one picture into plural blocks, and a block position detector 12 detects a block position indicating a divided block. Then a quantization step width calculation circuit 10 calculates the quantization step width of each block depending on the block position. The picture is quantized by a quantization circuit 6, coded by a coding circuit 7 and sent to a line via a transmission circuit 8 according to the calculated width. &B:5: orthogonal transformation circuit, 11: function selection section, a: upper part of pattern, b: lower part of pattern, 9: buffer storage quantity detection circuit. |
