Eelectrode tubes (9) and an anode rod (5) made of stainless steel have excellent electric conductivity because of having a high corrosion resistance against electrolytic solution and a high heat resistance against heat generated on electrolysis. And oxygen and hydrogen generated between electrode tubes (9) are obtained at high productivity because of being rapidly separated through the respective discharge holes (10)(19) of the fixing plates (1)(2). Then it is claimed that the electrode tubes (9) are mfgd. by welding the stainless steel including (in wt.%) below 0.08 % C, below 1.0 % Si, 2.0 % Mn, below 0.04 % P, below 0.03 % S, 10-14 % Ni, 16-18 % Cr and 2-3 % Mo to a cylindrical shape.
