PURPOSE:To allow highly accurate detection of abnormality depending on the operating conditions of a plant by performing abnormality detection according to abnormality decision conditions being set automatically based on operational information received from a plant and the knowledge in an operational knowledge base. CONSTITUTION:Operational knowledge elements for process amounts, operation starting/ending conditions, etc., affected by individual operation causing fluctuation in a power plant 2 are described in a newly installed operational knowledge base 6. A newly installed operation executing/monitoring section 7a determines sustaining conditions of currently executed operation and conditions of effect, side effect, etc., from operational knowledge Q defined in the base 6 and updates the records in a knowledge data base 8 based on the newest operational target value defining formula or abnormality decision conditions. This constitution allows the abnormality decision conditions to deal flexibly with variation in the state of the plant 2 thus allowing accurate decision of abnormality at an abnormality cause estimating section 11. |
