A retroreflective tubing adapted to be intertwined among spokes of a wheel, comprising a core material (40), retroreflective microspheres (42A) attached to an outer surface of the core material (40), and a protective encapsulating material (46) surrounding the microspheres (42A). In a preferred embodiment, the cross section of the core material (40) is U-shaped to maximize the retroreflective performance of the tubing, and the encapsulating material (46) provides a multiplicity of sealed airspaces between the outer surface of the retroreflective microspheres (42A) and the inner surface of the encapsulating material (46).
