A road section is monitored by a video camera (3) positioned on an overhead gantry (2). The camera output is fed to a processing system (4) that contains an image memory with still-frame data entered under the control of a synchronising unit. The digitised signals are processed to provide a three-dimensional distribution signal that is used in a comparison process. The distance between successive vehicles is calculated based upon edge detection signals and velocity values.
