METHOD AND DEVICE FOR ENCODING AND DECODING PICTURE AND RECORDING MEDIUM

PURPOSE:To reproduce picture data with low resolution and to reduce the circuitry by decoding the low frequency component of coefficient data. CONSTITUTION:An interpolation circuit 14 generates predicted picture data by interpolating the predicted picture data with low resolution from a frame memory 12. An adder 3 obtains the difference between the predicted picture data and input picture data. An 8X8 DCT circuit 5 generates coefficient data by subjecting the difference to DCT. A VLC circuit 7 variable-length encodes the quantization data from a quantization circuit 6 at the output. A 4X4 IDCT circuit 10 subjects the low frequency components of the coefficient data to IDCT and reproduces the low frequency components of the difference. An adder 11 adds the low frequency component of the difference and the predicted picture data with the low resolution and produces the predicted picture data with low resolution, supplying the data to a frame memory 12.
