CONVERSION ENCODING AND DECODING DEVICE

PURPOSE:To obtain a high-efficiency encoding device and a decoding device for a signal. CONSTITUTION:A block deciding circuit 2 sections an input signal into blocks of various size according to its local characteristics and an unequal division converting and encoding circuit 3 performs band unequal division type conversion and encoding for the signal. An effective coefficient deciding circuit 4 classifies the conversion coefficients outputted from the unequal division converting and encoding circuit 3 into effective coefficients and ineffective coefficient based on the blocks sectioned by the block deciding circuit 2 and outputs only the effective coefficients.
