<p>A telecommunications billing record software system (fig. 3) which permits the telephone administration which is operating the exchange to interface with (38, 41, 46, 48) and define the criteria for constructing and/or modifying the decision tables (35 36) used to decide whether or not to generate a billing record (fig. 8) for each particular call.
