The device applies to a high resolution image display device. The method includes a 1st step which forms a lst positive electrode (20) by a stripe shape on a front plate (10), a 2nd step which forms a 1st insulation layer (20a) of a dot shape on the 1st postitive electrode (20), a 3rd step which forms a 2nd positive electrode (20') between 1st positve electrodes, a 4th step which forms a 2nd insulation layer (20a') of a dot shape on a 2nd postive electrode (20'). The device has negative and positive electrodes of stripe shape on a X-Y matrix shape between the front plate and the back plate.
