<p>PURPOSE:To obtain the interlace and the non-interlace video signal by decoding motion picture information coded in the unit of frames of 24Hz with simple configuration in the motion picture decoder and applying the 2-3 pull-down conversion to the information. CONSTITUTION:Motion picture information coded in the unit of frames of 24HZ each is decoded to obtain the interlace picture signal in the unit of frames of 24Hz each and the picture signal is subjected to 2-3 pull-down conversion by a picture conversion means 66 to obtain a non-interlace video signal in 60 or 50Hz, then write/read to/frame a frame memory 45 by 4 frames in common use for a decoding means 11 is controlled by a field rate in 60 or 50Hz, then the non-interlace video signal in 60 or 50Hz is generated by revising the control of the frame memory 45.</p> |
