CONSTITUTION:When toilet paper 8 is wound up onto a core 3, water is appropriately given to the portion of the toilet paper 8 at which winding up is first started, in the begining of winding up, and also, during the water being given, winding up is carried out by giving the toilet paper 8 tension by increasing the winding up speed of the toilet paper 8 to absorb the extension of the toilet paper 8. |
