PURPOSE:To obtain a lamainate enhanced in the bonding strength of a primer layer and a corrosion-resistant coating layer and excellent in corrosion resistance, hot water resistance and durability by forming a primer layer having the good adhesion with a metal and sufficiently developing the anchor effect of the corrosion-resistant layer on the primer layer. CONSTITUTION:Organotitanate is applied to the surface of a steel panel 2 and heated and sintered at 300-450 deg.C to form a primer layer 3 and powdery silane crosslinked polyethylene with a particle size of 0.5-30mum is bonded to the primer layer 3 in a molten state to form a powder resin coating layer 4 and silane crosslinked polyethylene is further extruded on the layer 4 in a molten state to be pressed and welded thereto to form a resin coating layer 5 to obtain a laminate 1.
