The device discriminates the combustion state of the burner according to the output value detected from the thermo couple. The device comprises a setting-mode control section for controlling the setting-mode by operating a switch; an operation control section for controlling the start or stop of the operation by the switch and discriminating normal or abnormal combustion state according to the output value detected from a combustion detecting element when the value is over a certain level of voltage; a heating capability decision section for deciding the heating capability for setting the impressing voltage for burner and convection fan; a proportion valve control section for driving and controlling the proportion valve according to heating capability; and a fan control section for controlling the convection fan.
