PURPOSE:To automatically calculate the charge for each switching system on the basis of transmit data, and to transmit the data to an opposite party terminal in conformity with the designated switching system. CONSTITUTION:When the transmit data related to a transmitting opposite party address, transmit data quantity, line connection time, and mean data length is inputted to a charge calculating part 102, the storage data of each switching table 1011, 1012, 1013 is retrieved on the basis of a transmitting time zone conforming with a built-in calendar 106, and a data transmission charge by line switching and the data transmission charge by packet switching are calculated. When the calculated result of the charge calculating part 102 is transferred to a mode switching part 103, the mode of the switching system of the lower charge rate is designated, and a call originating request is issued to a line switching processing part 104 or a packet switching processing part 105. Then, the line switching processing 104 or the packet switching processing part 106 having received the call originating request starts call originating procedure in conformity with each switching system.
