摘要 <p>PURPOSE:To make weighting the same by dividing a picture having a person as an object into plural picture element blocks when the picture is coded so as to eliminate high frequency noise due to dispersion in the density of each picture because the picture having a person as an object has the person in the middle and a background in other parts of the picture and the property of the picture differs from each picture. CONSTITUTION:The device for coding picture data is made up of a means 11 applying orthogonal transformation to multi-value data of picture elements for each block of original picture data divided into plural blocks, a means 12 quantizing an orthogonal transformation coefficient obtained by the means 11, a means 13 outputting a '0' quantization coefficient, a switch means 14 switching the quantization coefficients from the means 12, 13, a command means 15 selecting either of them and outputting the selected coefficient, and a means 16 coding the picture for each block. The device is formed as above, the orthogonal transformation coefficient obtained by applying orthogonal transformation to multi-value data of plural picture elements in each block is quantized and when the coefficient is a coefficient of a prescribed degree or over, the coefficient is replaced with '0' and coding is implemented for each block.</p>
