PURPOSE:To effect removal of SS in raw water and removal of nitrogen and B O D component efficiently by means of a filter layer filled in one processing tank. CONSTITUTION:A diffuser pipe 12 is disposed horizontally in a filter layer 11 which is provided in a processing tank 10 and comprises filter medium to which bacteria are attached, so that an aerobic processing section 13 is formed in the layer 11 above the pipe 12 and an anaerobic processing section 14 is formed in the layer 11 below the pipe 12, and vertical air lift pipes 16 for circulating water in the tank and an air lift pipe 18 for moving the filter medium each having opposite upper and lower ends which are open in the water on the upper surface of the section 13 and in the lower part of the section 14 respectively are provided. And raw water is fed into the upper part of the section 14 below the pipe 12 and processed water is taken out of the lower part of the section 13 above the pipe 12.
