LOW REFLECTING MEMBER

PURPOSE:To obtain a low reflecting member forming a functional film good in bonding strength without detaching silica particles of the surface of a substrate by fixing fine silica particles by a binder component based on a cation polymerizable monomer. CONSTITUTION:A low reflecting member 11 is obtained by arranging fine silica particles 2 to at least the single surface of a substrate 1 as a single particle layer and fixing the same by a binder component based on a cation polymerizable monomer. The average particle size of the fine silica particles 2 is 10nm-1mum and the cation polymerizable monomer is a monomer having an epoxy group and/or a vinyl ether group and the monomer of the binder component is polymerized by the irradiation with ultraviolet rays. The usual average particle size of the fine silica particles 2 is 5nm-10mum m, pref., 10nm-1mum.
