<p>PURPOSE:To decode a picture signal without error by avoiding generation of overflow and underflow of a reception buffer memory when a processing frequency of a coder differs from a processing frequency of a decoder in the inter- frame prediction coding and decoding device. CONSTITUTION:The prediction coding decoding device is provided with an in-frame prediction coder 100 having a means inserting periodically an in-frame code by one frame and a means measuring a delay time in a transmission buffer memory and sending the result to an in-frame prediction decoder, and with an in-frame prediction decoder having a means measuring a delay time in a reception buffer memory, interleaving decoded frame just before a frame subject to in-frame coding when an overall delay time in the transmission reception buffer memory exceeds a predetermined value, and stopping the decoding processing by one frame time when the overall delay time in the transmission reception buffer memory is less than a predetermined value by one frame time.</p> |
